Abstract
The natural gas problem between Ukraine and Russia which broke out in December 2005 caused Turkey to worry, as well as causing the Europe to worry. The decrease in the volume of the natural gas coming from Iran and the inability to deliver sufficient natural gas to the important industrial centers even for just a few days has renewed the subject of establishing nuclear energy plants in Turkey, given the fact of our dependence on the natural gas for generating electricity. In this study, we have, on the one hand, put forth whether Turkey needs nuclear energy or not, and we have, on the other hand, tried to consider the accuracy of the ideas and their justifications at length.

Abstract
There are various conflicts around the world about allotment and usage of water. While these conflicts have different characteristics based on the river basins' different features, the main problem is on the measures and the principles to allocate water to involving countries. Today, even though there are some treaties between neighbour countries on cross-border water, because of the different features of these treaties, it does not seem possible to apply them to another cross-border water conflict in this research issues that shape cross-border water treaties are analysed. Current condition of Turkey, which is near a region where serious water problems are expected, namely The Middle East; and which bears self-sacrifice and heavy investments to meet its water needs is stressed, recent politics of Turkey's Southeast neighbours -Sryia and Irak as well as Israel which isn't our neigbour about water - and Turkey's role is researched.

Abstract
Different approaches for the ways of war fighting and defeating the enemy were established from the time of Sun Tzu till today. These approaches, together with backing up by the current technological opportunities, have influenced the war battles. In the recent years, military forces have entered a new era in warfare —an era in which warfare is affected by a changing strategic environment and technological development Nowadays there is a transition from the Industrial Age to the Information Age. In addition to that, with the collapse of the Soviet Union and the end of the Cold War, our security environment has undergone profound transformation. Due to these transformations, a multinational effort for developing the concept of Effects-Based Operation, which is an approach for supporting the military forces with the national power factors and creating a maximum effect in the operations as opposed to minimum casualties, has been needed. Effects-based operation (EBO), described as: "Sets of actions directed at shaping the behavior of friends, neutrals, and foes in peace, crisis, and war", is not a new approach. Throughout history, decision makers have sought to create conditions that would achieve their objectives and policy goals. Military commanders and planners have attempted to plan and execute campaigns to create these conditions—an approach that would be considered "effects-based" in today's terminology. EBO in the 21st century is a methodology for planning, executing, and assessing military operations designed to attain specific effects that achieve desired national security outcomes. For the concept, which was tried to improve by the Multinational Interoperability Council (MIC), established in 1999, there have been four operations executed till today. Turkish Armed Forces, which follows the developments very closely, took part in the last operation and gave a start to its efforts to be a member of MIC for the coming periods.

Abstract
The price of oil is a major uncertainty that affects every aspect of global oil demand, production capacity, investment, and the elasticity of demand and supply. This article does focus on a wide range of oil prices related issues. It attempts to analyze world oil supply and demand in addition to outlining major developments in the world market for oil prices. The potential impact of high oil prices in easy the strain on world oil market becomes even clearer when one looks at the impact of oil prices on the need for OPEC (Organization of the Petroleum Exporting Countries) conventional oil production policy and geopolitical risks.

Abstract
In spite of the fact that by all means independence is essential for the Turkish Republic, foreign dependency, which is mutually exclusive with independence, is not always considered as crucial. Foreign dependency has played a major role on Turkish political, economic and social life since the Republic's establishment. Building dependency is a modern and effective way for developed countries to force other countries to act in their best interest. A dependent country loses its freedom of action in proportion with the degree of its dependency. The Turkish Republic has also experienced many disadvantages because of foreign dependency throughout her history and continues to experience them today. This article focuses on a very vital issue, the national security aspect of foreign dependency and explores dimensions of military dependency in Turkey as well as its effects on the country's life now and in the future.

Abstract
Leadership is a concept that originates from the beginning of the world and appears in ali size of the institutions. Changes in strategic environment make civilian and military leadership more important and also difficult. In this study; leadership, leadership theories and military leadership have been described briefly. The characteristics of military leadership in this changing world are also the topics evaluated in this study. Military leadership looks like the leadership concept in the management literature, in the peace time, effective management approaches will be enough, but in the war time, the only thing that will be valid to manage Armed Forces effectively will be effective leadership approaches. This issue emphasizes the search for defining the characteristics of the military leadership in the future.

Abstract
The island named Cyprus once more gets the attraction of the international public subsequent to the Annan Plan process. Regarding the strategical importance, the island being one of the most fragile balances for Turkey gets the importance in regard to the British, American, Greek and Greek Cypriot interests as well as those of Europen Union countries'. The fact that Turkish forces on the island come to an end immediately, that Turkish Forces withdraw from the island, and that Turkey keep a symbolic "ceremony company" in Cyprus is the talk of town, nowadays, especially backed by the European Union, and Annan Plan supporters. On the other hand, the British forces, some American forces, United Nations Peace Forces, and some EU forces are, due to various reasons, on duty in Cyprus. The island similar to an aircraft carrier leading towards İskenderun Bay in consideration of its geographical position seems in fact to be a multinational scene. Withdrawal of the Turkish military forces from Cyprus in the light of the present situation is unacceptable for Turkey.

Abstract
US dimension is the most important factor that severely limits Turkey-Syria relations. The USA wants to implement international sanctions on Syria, by alleging its support for terrorism, its intervention to interior affairs of Lebanon and its willingness to acquire weapons of mass destruction. Cooperation between Turkey and Syria has started challenging the policy that the USA wants to implement in the Middle East. While Turkey advocates an approach of negotiation and diplomacy for Syria, the USA wants more severe precautions, which contain International isolation and a regime change or even a military strike.
